Energy from waste - EIAs

Environmental Impact Assessments (EIAs) are required for certain types of development, including energy from waste plants, as part of the planning application process. An EIA provides an assessment of the likely impacts, both positive and negative, of a new development on the natural environment.

The onus is on the developer to present an Environmental Statement, a publically available consultation document, which sets out the potentially significant environmental impacts of the development and measures to mitigate these impacts. The content of this Statement, together with any comments, are taken into consideration by the deciding body in granting planning consent. This section provides more information on what an EIA involves and should cover in the context of energy from waste.

Amendments are being made to Circular 02/99: Environmental Impact Assessment on screening guidance, recent case law and the incorporation of public participation requirements into EIA legislation. Defra commissioned Enviros Consulting Ltd and Birmingham University to draw together all the available information on the environmental and health effects of managing municipal solid waste. This followed a recommendation in the Prime Minister's Strategy Unit report: 'Waste not, want not: A strategy for tackling the waste problem in England' (November 2002). The study considers municipal solid waste and similar wastes, and will be followed by a further study of other wastes.v show details
