Policy and legislation - National

The UK Government department of Communities and Local Government (CLG) is responsible for planning policy and building regulations in England. In Wales this is the responsibility of the Welsh Assembly Government; in Scotland, the Scottish Executive; and in Northern Ireland the Department of Environment.

In England, Planning Policy Statements (PPSs) set out national planning policies; these are gradually replacing the Planning Policy Guidance Notes (PPG). Circulars provide additional guidance on implementing specific aspects of planning policy. This section provides more detailed information about English planning policies of relevance to renewable energy developments.

Following the Planning Act 2008, the Department of Energy and Climate Change has published, for consultation, a series of National Policy Statements (NPSs) which will be the primary consideration for the Infrastructure Planning Commission (IPC) when it makes decisions on applications for development consent for nationally significant infrastructure. The NPSs will also be a material consideration for local planning authorities determining infrastructure planning applications that fall outside the remit of the IPC.
